國科會舉辦「創新創業激勵計畫」第二梯次今天上午舉行開業式，榮譽教務長、智榮基金會董事長施振榮以「從王道談創新創業價值」為題演講，他說，自己不喜歡「十賭九輸」的金錢賭博，但創業是「賭越久，越有贏的機會」。

施振榮指出，現在的年輕人害怕失敗，他鼓勵台下想創新創業的年輕人「要有信心，頂多就是失敗而已。」他表示，發現「十賭九輸」的金錢規則後，就避免到拉斯維加斯賭場；創業雖然很像一場豪賭，但是賭久了，總是會有些收穫，吸取一些失敗的經驗，撐越久越有機會贏得賭局。

他也提醒年輕人，除了科技創新之外，必須加入很多人文創新的元素，以蘋果為例，「User Friendly」就是很人文的概念，蘋果的人文創新與他的王道理念很類似。

國科會主委朱敬一說，台灣的年輕人受聯考制度或現在的考試制度影響，很害怕失敗，造成台灣年輕人不敢創業，舉辦「創新創業激勵計畫」就是希望鼓勵年輕人創業，唯有追求創新技術的企業越多，台灣的平均薪資才有機會大幅成長。
